With the startup of CMCC TD-SCDMA network construction phase II, China Mobile will implement TD-SCDMA network coverage in 238 cities in 2009. Undoubtedly, as a 3G international standard, TD-SCDMA has been come into effect comprehensively towards the commercialization of application and market subdivision. During this process, Datang Mobile, as the standard proposer and industry promoter, is leading the industry to realize spanning development depending on deeply innovation. “Advanced standard, construction guarantee, technology innovation, market transformation” have become the key words of Datang Mobile’s development.
1. Continuously leading standard evolution, improving China’s discourse power on beyond 3G standard evolution.
With the strong support of Chinese government and the co-effort of operators and enterprises, TD-LTE continuous evolutional standard proposal which mainly submitted by Datang Mobile was approved in 3GPP standard conference which was hold in Korea on 6th, Nov, 2007. Shortly, it was approved in 3GPP plenary meeting on3rd, Dec, 2007. Since then, CMCC has created a new milestone——The TD-LTE continuous evolutional standard mainly proposed by our country not only enhances the international leading status of IPR in 3G period, but also makes clear the development direction of the world’s mobile communication industry towards LTE, since TD-LTE had been formally written into standard. Chinese enterprises have answered the question of “where to go” and the IPR validation work in TD-SCDMA following development route. If TD-SCDMA is a strategic bargain chip of China mobile communication industry in global competition, then the approval of TD-LTE standard by the plenary meeting signifies that China had stepped into the range of “leaders” from “challengers” in global mobile communication industry.
Just as Xie Yongbin, the president of Datang Mobile, descripts, “In 3GPP, TD-LTE had or would completed the constitution of main technology standards, such as frame structure, smart antenna, MIMO, synchronization technology, random access, data multiplexing, self-adaptation and interference control technologies. The basic technology features had been reserved and well developed. Moreover, based on the verified mature TD-SCDMA key technologies, we have done the optimization work for system design and created advantages for TD-SCDMA long term evolution and development. I am glad that through our effort, we provided a larger and higher platform for China communication industry.”
2. Based on existing network, realize rapid development
Till March 2009, equipment provision for 15 provinces whose TD-SCDMA project phase Ⅱ was constructed by Datang Mobile had been entirely finished. Only within three and a half months, Datang Mobile realized the product supply of 11971 base stations at an all-time speed（including TD-SCDMA phase I network enlargement contract）. Also, based on the self product R&D ability and ASB’s product manufacture capability, Datang Mobile rapidly realized multi-facet guarantee which concludes R&D, manufacture, logistics, service and quality control. Moreover, in order to adapt to the development of new situation, Datang Mobile established four systems including marketing, manufacture, system development and construction service, meeting the need of market changes and network construction. At present, in Datang Mobile, only construction service personnel occupies nearly 50% of all the employees. According to the corporation’s plan, the proportion will be increased further.
3. Close to customers’ requirement, dedicate to innovation research
With the startup of TD-SCDMA in several provinces, provincial companies of CMCC also launch the research of TD-SCDMA innovative topics. TD-SCDMA is stepping towards cutting-edge applications, regional applications and industrial applications.
“Maglev network coverage solution” which proposed mainly by Datang Mobile had realized coverage in the existing networks in Shanghai. TD-SCDMA stable voice and video service had been realized in maglev at the max speed of 431Km/h. The project was co-developed by Datang Mobile and operators. Both of them selected outstanding personnel, finished the target in a short time, and filled up the blankness of the field in China; According to the ultra-high traffic in large stadiums, Datang Mobile innovatively proposed “High Energy-Effect Ratio Dynamic Baseband Poll” technical solution, which solved the problems of centralized scheduling of high-density crowd and dynamic management of channel resource. The result of the project, not only overcome the difficulty of peak value subsection management of ultra-high traffic in this special areas, but also gains highly agreement by customers due to its common applicability. During the 2008 Olympic Games, the technology had been successfully applied in Olympic security work, making great contributions to the promise of “Scientific Olympic” of our country.
At the same time, a lot of TD-SCDMA innovation projects like “Ultra low temperature construction solution” conduced by Datang Mobile and CMCC Changchun subsidiary company, “TD-SCDMA network coverage solution in ultra-long tunnels” conducted by Datang Mobile and provincial operators, “Crossing-sea Bridge TD-SCDMA network coverage solutions” are making significant effect as a foundational engine to TD-SCDMA network construction of our country.
A lot of innovative projects carried out of laboratories to market and customers, not only strengthens the co-research impetus to TD-SCDMA of Chinese manufacture enterprises, operators and service application enterprises, but also leads TD-SCDMA industry into benign interaction and market-driven development path.
4. Regard the market as the centre, accelerate the transformation of the enterprise
Recently, Datang Mobile had established complete marketing system, customer service construction system, product development system and manufacture system. Among all the systems, the main attitude is “market-oriented” and “customer-oriented”. In order to form a complete operation and management system with an identical target, controllable quality and uniform actions, during the 7 years, Datang Mobile introduces IPD, ERP and CRM management flow system into flow optimization, performs ISO9000、GB/T24001、GB/T28001 quality system standards.
